function lists missed in code explorer window. have to roll back to 2392, which has function list and can detect file changes.
strongly suggest pspad utilize ctags to parse its supported language, the others you can use your own algorithm.

I use it as programming editor for C/C++, the one of the most nice features I like is that the code explorer window draws the tree of functions, definitions, includes, etc of the skeleton of the file. The build 2401 just list includes only, no function list and other information.

Not sure if I didn't recognize that before, but there is no option for Code-Explorer in View->Toolbars.

Code explorer isn't panel in toolbar. It's a tool. so you will find it in the tools menu

Under Format the same encoding is checked for all open files even if I change it. I would expect it to be changed only for the file in the active tab.

Don't change encoding in format menu, if you don't want to change it for current file.
Important information for you is in the statusbar - you see there used document encoding.
Change encoding in case file is in wrong encoding:
1. you see that file you open has wrong encoding
2. in format menu change encoding
3. press Ctrl+R for reload file
Change target encoding if you want to save your file e.g. in UTF-8
1. open file, you see the letters are ok
2. in menu format change encoding (change is made in statusbar)
3. save your file
