This archive contains modified files only. The correct way how to get full functionality:
1. Download and install latest full version!!!
2. Replace existing files with content of archive
Tip: If you want to speed up start and you don't use FTPS connection, delete files libssl32.dll and libeay32.dll in the root of PSPad.

I just installed developer build 4.6.0 (2667) on a Windows 10 machine. The Check HTML Code is still not available.

It isn't possible.
Check HTML code is available for HTML like languages - it means HTML multihighlighter, HTML and XHTML highlighters.
It has no sense to use HTML check for TXT e.t.c.
Are you sure you are running PSPad from folder where is PSPad.exe + Tidy.exe in same folder?
Developer builds contains missing files only - read the info in build page.

Thanks for the update.
However, it looks as though there is still a problem with Find In Files remembering the previous seach locations - the duplicate entries are no longer stored, which is good, but if I use the drop down box to select a previous location from the list (or even the entry from the top of the list) the search finds no matches unless, having selected the location, I edit it - for example by placing the cursor at the end of the location text, typing a space and then deleting the space - the find then works correctly.

PSPad never remembered search string in Find in files. But I will add this functionality.
It will depends of the Program settings / Tools: Search - fill in Search field with current/selected text
If this option is checked, PSPad will prefill current word under cursor or selected text. In case cursor will be out of any text, it will return previous search string
If this option is unchecked, PSPad will return always last used search string.

The problem isn't with the "Text to Find" field - this works just fine, previously searched text appears in the drop-down box and can be selected and it is found.
The problem is with the "Selected Directory" field.
There is no problem when just doing another "Search and/or replace in files" - the contents of the "Selected Directory" field is used to search the same location as on the last search.
However, if the drop-down box feature for the "Selected Directory" field is used to select one of the previously searched locations (even if it is the one from the head of the list) the search returns no results, UNLESS, having selected the location from the drop-down box, it is edited slightly (for example by the addition and deletion of a space character). If this is not done then the search returns no results. Also the next time the "Search and/or replace in files" is used the "Selected Directory" field is empty - whereas if the location had been edited on the last search (so that the search was successful) then the "Selected Directory" field will still be set to the location of the last search.
