I had the same problem and found the following solution:

PSPad - "Can not delete output file C:\Program Files\PSPad editor\PSPadShell.dll"
If get the above error when unzipping a PSPad cab file with 7-Zip:

1. Run the file PSPadShell_unreg.bat (in the PSPad program folder).
2. Start PSPad.
3. Ensure that Windows Explorer (or Total Commander) is not running.
4. In PSPad "Settings/Program Settings/System Integration" uncheck "Multi User Environment".
5. Exit PSPad
6. Replace PSPadShell.dll (run 7-Zip on the cab file again)
7. In PSPad "Settings/Program Settings/System Integration" check "Multi User Environment".
8. Run the file PSPadShell_reg.bat (in the PSPad program folder).

I confirm this issue. There used to be a message: "rs_FileWasChangedQuestion=File Contents were Changed. Reload ?"
which does not appear - file change is not detected at all.

no news about it?

The Explorer extension PSPadShell.dll is always in use while Windows is running. Unregistering the old dll before copying the new one should usually help.

I think people who know how to unregister this DLL,
know also something about this error message.
Please tell me and others how to unregister this
DLL.
Do you mean running the "PSPadShell_unreg.bat",
as mentioned by "programmer9"?

It happens again and again that I make website files unusable by just a quick change with PSPad instead of starting the big VisualStudio and do the small change there. It is because I work with UTF8 all the time, but for websites sometimes it is essential that there's the ident. bytes (BOM) in the file (*.aspx and *.aspx.vb) - without the IIS web server says compiler error when calling the website - and for other files (*.php) it is essential that the file itself is UTF8, too, but without the BOM, otherwise you have problems when doing includes or with additional spaces or paragraphs at the beginning on the website.
So for me the option in the program settings "insert ident. bytes for UTF8" is not good, because when set, it always adds the BOM and when unchecked it removes it.
I need an option "leave the BOM as it is".
And of course in the status bar it would be nice to see if the file is UTF-8 with or without BOM.
An option in the save dialogue to save as "UTF-8 (BOM)" or as "UTF-8 (no BOM)" (regardless of the program setting) would be the the cherry on the icing. smiling smiley

After upgrading to version 4.5.5 (2383) the option in Program settings "Show splash screen" stopped working. After upgrade the checkbox is always checked and the splash screen is always shown.

Do you see the color mark before this option? Did you read the meaning on the left bottom corner?

Run PSpad with right mkouse as administrator and change settings.

Thanks for the explanation; it worked.

I found another 2 issues concerning build 2383:

1) in case in Settings completion of chars ({[<'" is set on, completion of single quote and of double quote is not working;

2) on the bottom of the file a lot of white space is displayed even in cases file is long, see the image.

Char completion for quotes and doublequotes works for me.
Can you give me exact example (highlighter) where it doesn't work?

If you have EOL/EOF enabled, you can place cursor after EOL (end of line) or EOF (end of file)
