I've just realised I am on an admin account which may be why PSPad works fine for me.
Any particular reason you are running as a regular user other than not trusting other people who use the computer?

I'm just used to it since x years.. Maybe there's also a little bit more security? Just wondering, that the sripting part is running well as regular user before this IE update.

Possibly the changed the securty policies of the varying levels. I take it you are using the default levels?

I just encountered this same error and missing/disabled scripts problem after dropping emmet.js in my PSPad JScript folder, which worked fine in my Admin account but not in a regular User account.
As it turned out, I was in my Admin user account when I'd downloaded the emmet.js file and dropped it into JScript from there, so the file had no permissions set for anything but SYSTEM and my Admin user. Apparently this caused PSPad to load no scripts at all when I launched it as a regular user.
I fixed this problem by editing the file's security permissions (R-click > Properties > Security tab) from my Admin user account, adding Read and Read+Execute permissions for regular Users (actually, I set it to inherit permissions from the parent folder which already had these permissions), after which everything including Emmet worked perfectly.

Which folder do you set as users permissions?
