The main problem what is preventing me to use the v5 is the character set (UTF8) detection. Works fine in v4, but not in v5. In v4 i have UTF8 as default, so the fallback if it does not detect the charset is UTF8 and that works for me. Cant achieve the same with v5.

I can't promise it. I am still stucked with work in my job.
If there is anybody experienced with WSH (activex, OLE) scripting, I would await help.

If file doesn't contains BOL or any char with value above 127, the content of file is same with ANSI and UTF-8. In this case there is no possibility how to detect content of the file.

In this case, is it better to prefer UTF-8 over ANSI and force file as UTF-8 encoded, to safely save all possible (new) characters input by user? When user isn't agree, he/she can change encoding manually. What do you think about it?

^^This. Or rather use the default encoding set in the settings dialog whenever possible.
