I have check that the PSPad are not functioning very well in Chinese Windows.
I guess you may have the same problem as what "OpenWebmail" project fall into : The Chinese version coding problem. I have help them to sort it out, but I am not sure that if this info can help or not.
For PsPad installed on any "Chinese - Hong Kong" version Windows, PSPad will automatically use the "GB" version "ChineseGB.ini". I guess it is because the system will return you with a language code like "zh-hk" while the Taiwan version Windows will give you a language like "BIG5" or "zh-tw".
There are totaly 4 settings as per I know are using in the World of Window :
zh-TW using "BIG5" code (use in Taiwan)
zh-CN using "GB2312" code (use in China)
zh-HK using "BIG5" code (use in Hong Kong)
zh-SG using "GB2312" code (use in Singapore)
Hope this info can help, as you have written these code in the PSPad.exe I can't change the code to correct it.
Also, some translations in the ChineseBIG5.ini and ChineseGB.ini are not correct, as they are not fellowing the common translations used in the Chinese World.

I've compared your ini file and the original ini file,
actually I think some translations of yours are better, but not all
I'll modify some words in the next version, thank you ^^
BTW, Jan, can you solve the problem Paul told ?
Or no matter what language version of Windows, PSPad will set English.ini as default ?
Because in Chinese Windows, PSPad sets ChineseGB.ini as default, it is a problem for those who use PSPad first time.

I hope its solved. I change detection and set default Chinese as Paul
wrote. You can try it in next beta version
