Not Working aTagToUpperCase

When I have a Russian keyboard layout,
then the commands from the "Format\Char Case Change" menu do not work.
With English work, but with Russian there is no.

I can confirm that Char case change doesn't work with cyrilic letters.
Tag to upper case or tag to lover case works with TAGs only, it's subset of Code case change function from menu format.

I will try to find a reason.

Reason found and fixed in whole editor code.
