It looks like you installed or unpacked PSPad into program files as
portable. Portable PSpad writes all files into it's folder but Program
files folder doesn't allow it.
To fix this problem, run PSPad with right mouse as administrator, open
Program settings / System, check option "Multiuser environment" and confirm.
Close PSPad and start it normally.
If you want to keep PSPad portable, move it to folder where PSPad has
rights to write

I installed PSPad as regular application, not portable (i am sure on 95% ).
Runnig application as administrator resolved the problem, but in a little bit different way :
1) run PSPad as administrator
2) "Multi User Enviroment" is allready checked
3) check "Register in system context menu"
4) save and exit
5) restart system (maybe not necessary, just to be sure)
6) hooray, right-click integration in Windows Explror is working
7) but when running PSPad as regular user the option "Register in system context menu" is disabled again (not accesible), but it keeps checked.

can you send me screenshot?
Integrate into context menu has 2 options bellow. DLL and registry.
For DLL option must exists PSPadShellx32.dll and/or PSPadShellx64dll in folder where PSPad.exe is.
Please ensure, you created link to PSPad.exe on the place where you are starting PSPad and not accidentally copy PSPad.exe there

Screenshot for "Register in system context menu" setting :
I am executing PSPad from Quick launch toolbar, with these paths :
"Start in" folder contains file "pspshellx64.dll".

The checkbox is checked, so registration to context menu should be functional.
I will look why is the possibility to switch off/on registration disabled.
If you don't see context menu items, check registry, apply, check back DLL, apply
