Still here
I had about 25 files opened, and this time it was inserted in 2 different files right after I was changing the default code page (with the menu) of some newly opened files.
Not sure it that will helped you much.

Looking closely at the garbage, there are many html tags which I never work with, like
<h6>
for ex.
Doing a search on files, the only place on this PC where I find the
<h6>
tag is in the template file "HTML.DEF".
I use mostly the CSS/Javascript/PHP/HTML multi syntax highlighters.
Hope this will help.

and what if you change all the templates used in multi-hiliter to UTF-8 ?

Will do that.
Most probably the culprit is the HTML multihighlighter: the newly opened files was a mix of HTML, JS and PHP, and the HTML multihighlighter was on.

I revert changing the codepage as clips (which I don't use) did not work after that, and that did not change anything about random garbage insertion anyway, as new ones have now appeared, for ex.:
