For Windows 7
- Unzipped dev file 5.x into it's own clean directory so this is a completely new install.
- I started PSPad 5.x manually from a new shortcut I made on my desktop.
- Went to Windows file explorer to double click on a .pl file. Then this showed:

PSPad showed the title as a long string of Asian characters and in the file tab there was nothing there.

PSPad 5.0.0 doesn't contains all files. It's different package to current full version
Correct steps:
download current full 4.6.2 ZIP and unpack it
download 5.0.0 and overwrite existing files
This will give you full functionality
Back to your problem. You have registered 4.6.2 in your system, so when you dbl click file or use context menu / Open in PSPad, Windows will call your 4.6.2 PSPad. This will send file to running instance - your 5.0.0
Version 4.6.2 communicate in ANSI, 5.0.0 in unicode. It means ANSI encoded message is sent to PSPad what awaits unicode encoded messaage. The result is on your screenshot
