Preferences:
Webserver: localhost
Documentroot: c:\xampp\htdocs
PSPAD Programdir: "E:\Programme\PSPad editor"
They are korrect.
Open an Document c:\xampp\htdocs\phpinfo.php ist fine
ContextMenu -> HTML preview Webserver
Opens wrong Path
>> h*ttp:///phpinfo.php (please ignore the *)
Missing "localhost"
Just only open the Settings/Programsettings Dialog and hit "ok".
(no need to open the Webserver Dialog)

>> h*ttp://localhost/phpinfo.php (please ignore the *)
All ist fine.

Hello
Do you use PSPad project? PSpad project has own settings with higher priority than common program settings. Plese ensure the settings in your project is correct.

No!
In the left Sidebar, there is a Project Tab.
With a new Project and an empty Folder empty.
I do not use this.
Any changes in this Folder Preferences are lost while closing PsPad
