Hi,
before explaining here is a picture how it looks when I switch from one tab to another. Every time the horizontal and vertikal scroll bars pop-up with an offset:

As you can see I am using Win10 and latest PSPad Version (4.6.1 2730). I can also reproduce it with a clean PSpad version without my color changes.
Is this a know issue?

I am using same Windows like you and I dodn't meet it.
Clean PSPad means .\PSPad.exe + .\Lang\german.ini - it's minimal installation for you
Try to copy it into new folder and run it directly

I took the latest PSPad portable version, unziped into different path + clean start and this is how it looks like:

This happens when you activate the checkbox "scroll past eol and eof" - editor (part 1).

Mmh, this checkbox is inactive in my installation. I supposed that it might be responsible for this behaviour and my test was successful with my installation.

I'm aware this bug isn't a big thing, but it becomes very annoying when you change the window arrangement to something like tile vertical or tile horizontal and back. Since PSPad seems to keeps the editor position in the background and at switching tabs the borders briefly popping up:
