Yes, because it is necessary for PSPad run. Where is the problem?
If you will search registry, you will find tens of registry entries, related to PSPad what are made by system itself - MRU items e.t.c.
Portable version doesn't mean it doesn't write anywhere, but it means it's independant of the operating system settings. You can store it anywhere, you can run it from anywhere without install. It doesn't require any virtual environment as other standard application modified to "portable" state.
