I just downloaded the version
4.5.9 (2600)
(ZIP File), verified the checksum and unzipped everything into a freshly created directory (c:\p\pspad). Clicking on PSPad.exe did not start the editor, but opened a dialog box complaining that the file could not be accessed!

The operating system used is Windows 7.
Since I have nearly all my programms organized within C:\p\SOMEDIRECTORY the error is unlikely related to missing permissions for this directory. Could it be, that the current portable version of PsPad is broken?

Portable and installer are same.
Try to download current build from Developer forum and replace existing files in your folder.
