It's not possible to open a file by dragging and dropping from the file explorer in the tool panel, if there is no empty space in the MDI area. i.e If drop target is an MDI window (a text editor window), then the icon changes to a circle with a line through it. So if the editor windows are maximized, then you can't use drop and drag. It only seems to work by dropping in to empty space.

Note that dragging from the Windows desktop or Windows Explorer, does not have this problem. You can drop anywhere.
