I just migrated from a 1920x1080 monitor to a 3840x2160 one.
The PsPad UI is generally OK on the new monitor, but the mouseover text for the menu icons is too small to read.
I didn't find a way to adjust this, even by direct editing the config file.
Is there a way to make this bigger?
If yso, how?

Can you provide any screenshot?
Icon size for menu or toolbar are adjustable in the program settings

Fun fact, when I "restore" the MDI window so it is not maximized, the tooltip of a toolbar button shows in usual size.

Also, ad. the resizable toolbar icon size: on 4K the sweet spot for me would be 48px, 32px is too small and 64px too big. But not that I'd mind, having it hidden myself anyway.

Ahh, now I see you mean ToolTip text.
I will try to resize it according to resolution.
Request related to windows system icons, I have no influence of the window title size or icons placed there.

I am not the original OP, just went around and wanted to help since I am noticing same bug.
And by toolbar I mean pspad toolbar, with it's icon size adjustable in pspad settings. That is great, I just miss the 48px option between 32 and 64, but nevermind, that is not an issue at all.

It definitely sounds like a scaling or DPI handling quirk. Hopefully, a fix for the high-res scaling can be implemented. It would also be awesome to see a 48px icon size option in the future to bridge that gap between 32 and 64 for 4K displays.
