I find I cannot add cyrillic text to my english text files.
If they were encoded in utf-8 I'm told I could. So I try to change the encoding but clicking on the menu choice does nothing.
how can i deal with this problem?

There is no problem to use together cyrilic, latin, japanese, ...
Necessary conditions: use any unicode font which supports all characters
Switch keyboard to cyrilic or paste cyrilic text

You can mix English and Cyrillic in the same PSPad file without any real issues. Just use a Unicode font that supports both alphabets, switch your keyboard to Cyrillic (or paste the text), and make sure the file is saved in UTF-8 or another Unicode encoding. After that, everything should work normally.
