I want to know if PSPPad can display a csv file in columns.

I don't think so, it does not need to duplicate functionality in Excel, Libre Office, or Open Office. Those all have spreadsheet programs. Just open the file in Excel or those other free programs.

I too have this need since Excel doesn't handle it correctly/truncates data in columns due to limitations.
