There is no risk. You can simply make backup of your folder, test developer build and when you won't be satisfied, you can return back your previous version (or you can install back previous version).

You can automate this process using PSPad updater (available from PSPad help menu - check new version). It will backup your existing version, install last developer build and restore backup for you.

Minimalist test:
from the developer build extract and replace pspad.exe and .\Language\English.ini

I personally suggest 32b version and yes, you can replace your existing 64b PSPad with 32b version without no problems.
