Click on the encoding menu, select encoding you want and save file.
As alternative you can click/dblclick on the encoding on the toolbar

If you have bigger amount of files, you can use batch change encoding dialog.
Changed files are from safety reason stored on different folder, it has no influence of original files. When you check all is OK, you can replace original files.

how can i change the default encoding for new files?
especally when i create them at ftp.

There is default settings for new file
