Hello.

This is a minor bug, not very important.

When I make a text diff, the last line is always colored if it is an empty line, even though the two files are absolutely identical.

In the test I wrote a text, copied it and pasted it into two tabs. Then I made a text diff with the active tab.

If you're just looking for a quick way to compare two pieces of text side by side, you could also try comparetext.app. I helped build it, so take that recommendation with a grain of salt, but it can be handy for quick comparisons without installing anything. Depending on your workflow though, PSPad's built-in compare features are still the better choice for editing.
