I installed the font JetBrains Mono on my Windows system and can use it in my word processor. It's a monospaced font but it's not shown as a choice in the Format->Font selector. How can I use this font in the editor?

Your font contains wrong metadata. It isn't marked as monospaced, so PSPad doesn't it in font dialog. Contact font authors and let them fix it.
If this font is designed as monospaced, this flag should be set in font files.
You can see it e.g. in FontForge (Element/Font info (Ctrl+Shift+F)), OS/2 - Panose - Proportion

There is a way how to force PSPad any font.
Open program settings / Direct edit button
On the left click on Font
Change line:
Name=JetBrains Mono
But if this font is targeted as monospaced, it should contins this information, so fix of this font by his authors is better way
