Hi,
I have had the same problem when install IE8. And try to do the same and of course I had the same result. Thus just re-install IE8 and after that continue read this post.
When I read post from misterjp, look at below...

I found where is problem. One script had those variable (module_name, module_ver, module_title) written by capital letters. I changed it, and PSPad and IE8 are working correct now.

Yep, same solution helped on my machine. In my case it was any_tag_close.js

i started using pspad today
first i worked fine
i installed some other tools on my windows system
and some scripts for pspad
than got this error
even when i deleted all scripts from the directory
then i recognized that all scripts works fine when i run as administrator
giving the script dirctory all privilegs doesnt have helped so far
i seaching forward, maybe some more fimilar with win file privilegs can find the problem faster

experienced the same issue while trying to install extension CIndent.js
i'm using win XP sp3
i did the trick recommanded by lolo erie
(installing Windows Scripting 5.6 from www.microsoft.com)
and it solved the thing. i just hope installing that new software from microsoft hasn't broken anything now...
nb: you have to rebooot. no reboot = it doesn't work :(
but the sad thing is...
Cindent.js doesn't reindent correctly a java file I was trying to reindent :'(

I think the main problem is, that some WSH versions have no case sensitivity on javascript and others have it...
Please make sure that module_name and module_ver and so on are in lower case!
Some old scripts have thes variables in upper case, so they aren't recognized well.
PSPad should check this and give a adequate error message or just redeclare them in lower case internally.

I found by copying the contents of the script in to a new file and using the new file has fixed the issue.

FWIW ... I had the same problem but reinstalling WSH 5.6 caused other problems on my machine (I think b/c I'm on 5.7.) Eventually figured out that a syntax error in a .js file caused the error. Before Windows Update put a new version of WSH on my machine it was reported as a syntax error. Seems the new version issues a different error.

Just found right now, issue can be caused by a script where variables module_name and module_ver are missing. ;)
like PhpStylist for example (version I'm using...)

If you are experiencing difficulties when attempting to script access data, open Internet Explorer, click on Tools, then on Internet Options, then on the Advanced tab. Scroll down to the Security settings and enable the option to "Allow active content to run in files on My Computer"
