PSpad contains spell checking. Dictionaries are availlable on the PSpad download page. If there isn't dictionary for your language, nobody created it yet.
Basically, dictionary is plaintext file with word on the each line.
Selection of dictionaries and other settings is in the meny Settings / Spell Settings

but how can i create the dic extension file ?
I can edit with pspad but I don't see the replacement rule.
Where can i find the instructions to create a dic file ?

Use an Texteditor, maybee PSPad
and open one of the existing files.
you will see it.

I wrote you. Dictionary is plaintext file with one word on line.
Save your text file with DIC extension.
