i undestood this. what i did not was: why should ps use this setting? or why cant check what condig the file has ? sry, i'm not a delphy coder, so it's maybe something unavoidable.. but. somehow other programs like:
- Zend Editor. there is a nice option when you save a file for what charcoding u want to use.
- jEdit. you can nicely select from buffer options what coding you need.
- ultraedit: i dont like this solution like the previous but it works also.. u can select what filetype u want to use for new files and then u can change it from menu.

these are what i used, and verified. they all work fine with regional settings WHATEVER I WANT.

and jedit is free. the others not :(
