found:

rs_ReopenWarn=File "%s" was changed. After reopen, changes will be lost. Continue ?

where:

when calling the reopen command and the file has changes unsaved (i see it now so obvious!!)

btw it seems that the OK button in that dialog does not use the translation for the OK buttons/texts (rs_OK)

i have no way nor need to test all the general strings, i trust what you say (after all, who will i trust else? haha...), however, these i can guarantee that are not as explained:

aSaveSameTime_Caption=Save Without changing File Date //context menu next save button
i still can't find it, can it be a temporarily disabled option?

mShellOpen_Caption=Open in Program //menu file/Open with program
the program uses aShellOpen_Caption in [Action List], tested

same with cBold_Caption, cItalic_Caption and cUnderLine_Caption in [Settings], the used ones are in [Highlighters settings] with same name, tested also

lHotKey_Caption in [Settings], can't confirm, the heymap does not have a string like that (or not visible?)
either way, theres a lHotKey_Caption in [Template], though it is used in the dialog for creating a clip from selection...

aGotoSource=Goto source //button on the code explorer dialog
there's not that button? (a temporarily disabled button also?)

tbDiffRefresh_Caption=Recompare //should be refresh button on the textdiff window
pspad takes the string from aReOpen_Hint instead of this one...

however, these are secondary since as far as i tested them, they will not appear in the program (at least not in those places), thus, not really needed to the translation at all and not really needed to be answered (as they can be left commented for awhile in the file until they prove to be useful)

Small arrow next the Save button on the toolbar

This is used e.g. on the links panel / Context menu

Yes. It cames from the past - highlighter settings was part of program settings before

DblClick on any item in the KeyMap section

Maybe you are using too complicated way.
Use language file from from beta forum builds. Unnecessary strings are removed automatically and new strings are marked as ;;Translate.

I keep up to date Czech and language translation. All other translations are always compiled from English translation.

little question:

which distribution do you prefer to keep the latest language files?:

1.- via forum (you need to actively download the latests versions)
2.- via support mail (you can passively receive the latests versions)
