1. The pspad takes longer to start (the splash window).
2. I cannot drag and drop files into pspad anymore.

Slow start can be caused several ways:
1. delete DLL files from PSPad folder if you don't use FTPS connection
2. disable scripting support (program files / System) if you don't use scripts in PSPad

To your second point. Drag/drop into PSPad is working. How do you do Drag/drop? Describe it step by step please

Try old build 2453, it's last fast version for me.

I just drag a text file to the pspad, the cursor shows a 'plus' but when i release my mouse, it doesn't load into pspad. it just doesn't work.

my system is Win8, 64bit

Tested with current version and it works for me.
I dragged file from Windows explorer and dropped it into empty (grey) PSPad and to open file. Both cases open file in PSPad.

The only way I blocked is way when you use PSpad open dialog and drag/drop file from this dialog into PSPad. But this is totally cockeyed way how to drag/drop file. It caused problem, because Open dialog is modal.
