System Context Menu Always shows all options

I am running the latest beta in WinXP SP3. I am finding that the System Context Menu will always show all 3 options regardless of my settings.

I was trying to get it to just show the editor option. It made sense that I should uncheck Cascade, Hex, and Diff. There was no change, all 3 options were displayed in context menu. I rebooted, just to be sure, and all 3 options were still there.
