Since we have special letters in Turkish like ç, i, ü, ş
I would like to open all files in UTF-8 encoding automaticly.
Even that file saved in another encoding.
IS it possible? How?

It's nonsence request. If you open file in different encoding, you won't see chars correctly.
To change encoding of your files, open your files, change encoding (menu format) to UTF-8 and save it.
