I have set English lang but dont know why its showing me different lang for one of the option
PSPAD -- latest version -- 4.5.9

Thank you for info. There is missing localization string in the file. I will fix it.

Download the current build from the PSPad developer forum. There is it already fixed.
Simply unpack WITH SUBFOLDERS and replace files or replace .\Lang\English.ini only

I have latest build version.
But problem is not fixed. :(

Have you updated language files too?
.\Lang\English.ini

Can you please open this file?
Around line 284 should be:
aTabColor_Caption=File tab color...
If not, it means you didn't update language file from current build or you unpacked whole developer build into one folder.
There is necessary to unpack it with subfolders!!! Don't use stupid integrated ZIP support in Windows.
If you unpack all into one folder, you have mess there.
Open program settings / System integration and switch off explorer integration.
Rename whole folder, e.g. to PSpad editor.bak
Create new PSPad folder
Download the current full portable version and unpack it into your new folder - with SUBFOLDERS! or download current installer and install it.
Look into folder - several files only ins in the PSpad root folder.
Download current build, unpack with subfolders and replace existing files.
