Ok - my question was wrong. I want to hide tool Panel if I double click on a previous saved project file.

When you open project file, it's intentional to show you project content.
How do you want to work with project without this panel?

I'm using Perl. My projects contains about 5 to 20 files. I am using file tabs. I do not need tool panel. I am using projects only to open all files belonging to one project.
