In the "Format" I ticked off point "utf-8", and no problems with html, coding gets to the point, but it looks like for js does not work, it is necessary to open the notepad file js and separately stored in their utf-8, then only works include file browser, meaning no English. As it can be corrected directly in PsPad a poser, some sort of option or else like that?

There are two forms of UTF-8. The first contains BOM chars on the begin of document, the second doesn't.
Go to program settings / Program 2 and change settings of the Ident bytes in UTF-8
