OK I tried this code and saved the index.html in the Test folder.
<!doctype html>
<html lang="en">
<head>
<meta charset="UTF-8">
<title>Document</title>
<link rel="stylesheet" type="text/css" href="./Images/CSS1.css">
<link rel="stylesheet" type="text/css" href="../Test/Images/CSS2.css">
<link rel="stylesheet" type="text/css" href="/Test/Images/CSS3.css">
<style>
div { margin: 5px; padding: 5px; font-size: 16px; }
</style>
</head>
<body>
<div class="one">dfgsdfgsdfgsdfg</div>
<div class="two">sdgsdgsdfgsd</div>
<div class="three">sdgsdgsdgsdfg</div>
</body>
</html>

Then created the relevant CSS files with each one styling the relevant div. I tested this in IE11, Chrome 39 and Firefox 35. Yes the third CSS file does not load but this is how it should be since you are telling it to look for a folder called Test in the current directory. The fact the other two load it does not make it correct.

Maybe alle the world refueses using standards, and only FF does…
…why FF can deal with identical structure on a server but not in local file system regardig direct root reference?

But that is just a side effect to my problem older ›integrated‹ IEs do not allow dragging of images in preview on a Win8/64.

Seeing this, PsPad becomes useless to do my work because essential function of quick preview to «reality» fails. Fails in more than one way.
