P.S. Maybe not. His version is from February, Link you sent earlier contains version from April.

Build from Dirk Paehl marked "tidy2", based on July commit, you can see it running "tidy --version".

Yes, but if you will loook into archive, the TiDy.exe is from 02/2014
I know, it's a HTML5 TiDy version, but older one
