I created a folder and name it Spell inside the PsPad folder then I put English dictionary in Spell folder but it is not working? why?

Did you unpack dictionary from CAB archive?
Use Ctrl+F7 (spell check settings) and select your dictionary.

Yes that is dictionary i am talking about--when i click cntrl/f7 it shows nothing? when i double click eng cab dict the only thing it shows is a text file?

CAB is archive. It's similar like a ZIP, RAR. You need to unpack file with DIC extension from the CAB archive first.
CAB archiver is supported directly in the Windows.
