Bug: Cyrillic support

Steps to reproduce:
1. Create a test text file in NotePad with word "Тест"
2. Open the file in the latest version of PSPad
3. Different characters are displayed

I am not quite familiar with the possible differences between windows versions, but generally, while saving in Notepad, you have to set a suitable codepage, which supports the needed characters.
E.g. utf-8 can encode any unicode character and is recognised on opening with other editors.

In any case, the same encoding must be used on saving and opening; if PSPad doesn't use the right one, you can change it in the Format menu and reload the file (Ctrl+R) after that.
If you use an ANSI codepage, the currently set system locale is relevant for its functionality, but this should be the same in 32 or 64bit versions. On some preinstalled systems, the locale is set in non-standard ways, which may affect this problem. You can try to set it in the windows system - regional settings - first set to some other language and area and save, then repeat with the originally wanted values.
