Hello Jan,
concerning the short form of the project name e. g. PROJEC~1 (eight chars) I just tried
PSPad version: 4.5.8 (2469), 24.02.2014 18:23:31
Problem seems not to be solved.

How do you open project?
From PSPad?
Clicking on the project name and start PSPad?
Clicking on the project name while PSPad is running already?

I tested it but I am not able to simulate it.
Maybe your project comes from older version and project took short file name. Now the project name can be different from file name. Try to rename root item in the project tree.
