fast loading, but slow to be ready

Hi,
i have a problem a long time.
Has many revision that pspad is fast loading but is slow to be ready.
I load it in 2 second but i should wait 2/3 second for modify a simple html file o text file.
It's normal?

Program settings / System
try to disable Scripting support. Sometimes the scripting initialize is slow
