Hello hankejh,
same problem here. I have ~100 files open, I select files
A, B, C via mouse (click on Tab), C active:
Ctrl+Tab: C->B->A
Ctrl+Shift+Tab: doesn't work, normal selection
Selecting files via a script doesn't work in any way.

I'm afraid this old problem is still not fixed, not even in v4.5.6.
Can anyone confirm if there is a beta release or development release where we can see the smart tab switching working properly?

Seems that the internal preview is causing problems all round then as it's also responsible for this bug - forum.pspad.com

This bug has been present for so long and is so anoying.
Is there any change of it being fixed soon?
You can reproduce the bug very easily:
1. Set the tab switching option to "last two files"
2. Open several files so you have more than one tab open
3. Press F10 to open the "HTML page preview" window
4. Close the "html page preview" window
5. Press Ctrl+Tab repeatedly to switch between tabs
The result in step 5 is that tabs switch in a chaotic order.
