See the Format menu. I think the default keyboard shortcut is Ctrl+Shift+A.

Hi, for languages with line comments, use Ctrl+Shift+A (menu Format: Comment/Uncomment).

For other languages, like HTML, you can use the clips for that:
Ctrl+Space - select "line comment" or "block comment" (at the very beginning of the list) to insert
<!-- ... --> around the selected block.

In an XML file, how do you uncomment a selection using ctrl-space.
