When you enable "scroll past EOL/EOF" in the options, that actually has two effects: in addition to scrolling beyond the EOF and EOL you can also click anywhere in the document to start adding text at that position. That feature is called "Edit anywhere".
It would be great if we could activate those two features separately since one of then is very desirable (scroll past EOF) but the other (edit anywhere) is not very convenient.

It's limit by used component.
When you can scroll - move cursor after EOL, you can start edit there.
